A Report on the “Hijacking” of Selangor & Federal Territory Kwong Siew Association’s Chinese name 雪隆廣肇會館

1.1 17/05/2006 , “ 隆雪廣肇會館 ” 召開記者招待會,對外宣佈 “ 隆雪廣肇會館 ” 已於 09/05/2006 獲得社團註冊局批准成立,並聲稱該會館最初是以 “ 巴生河流域廣肇會館 ” ,但在社團註冊官的勸告下才改名為 “ 隆雪廣肇會館 ” 。
   
1.1 On May 17, 2006 the so called “隆雪廣肇會館 (Association of Guang Zhao Community, Kuala Lumpur and Selangor) ” called a press conference to announce that the “隆雪廣肇會館 (Association of Guang Zhao Community, Kuala Lumpur and Selangor)” had been registered with the Registrar of Societies. It was also stated that they had originally intended to register the association as “巴生谷廣肇會館 (Association of Guang Zhao Community Klang Vally)”. But upon the advice from an officer of the Registrar of Society’s office, the name was finally registered as “隆雪廣肇會館 (Association of Guang Zhao Community, Kuala Lumpur and Selangor)”.
   
1.2 18/05/2006 ,本會董事及隆雪中華大會堂代表會晤國內事務部副部長拿督陳財和,針對 “ 廣肇會館鬧雙胞 ” 事件舉行會談。出席者包括本會會長陳漢芬、署理會長李振光、副會長何鎮南、財政伍有華、副秘書長曹耀南、隆雪華堂義務總秘書陳正志、隆雪華堂董事程道中、聯邦直轄區社團註冊局主任周昌賢,以及註冊局高級官員拿汀諾巴麗達。

國內事務部副部長拿督陳財和表示將建議該部門,將所有申請註冊的社團名字 ( 馬來文 & 英文 ) 及資料張貼在該部門的网上 2 個星期,在沒有人反對的情況下批准註冊,以避免華團註冊名字再鬧雙胞風波。

本會代表多次發言表示反對有誤導性的 “ 隆雪廣肇會館 ” 獲註冊成立。

On May 18, 2006 the Board of Management of our association together with representatives from the Kuala Lumpur & Selangor Chinese Assembly hall visited the Deputy Minister of Internal Affairs Datuk Tan Chai 陳財和 Ho to object to the new association bearing a name almost entirely similar to our association particularly the Chinese name. Our association had always been known as 雪隆廣肇會館and the newly registered association called itself as “隆雪廣肇會館” which could mistaken for our association and could totally mislead and confuse the Chinese community in this country, particularly those residing in Kuala Lumpur. We believe the choice of their official name in Chinese was intended to confuse and mislead the Chinese community

Representing our association at this meeting are as follow:-

  • President: Mr.Chan Hon Fun 陳漢芬
  • Deputy President: Mr.Lee Chun Kong 李振光
  • Vice President: Mr.Ho Chan Nam 何鎮南
  • Treasurer: Mr.Ng Kaw Chai 伍有華
  • Assistant Secretary: Mr.Cho Yew Nam 曹耀南

Representing The Kuala Lumpur & Selangor Chinese Asembly Hall are as follows:-

  • Hon Secretary: Mr.Chan Chin Chee 陳正志
  • Director: Mr.Tiah Toh Twin 程道中

Representing The Registrar of Societies are as follow:-

  • Chief of the Wilayah Persekutuan officer Mr.Chow Chang Xian 周昌賢
  • Senior Registrar of Societies’ officer Datin Norbahlita

At this meeting the Deputy Minister of Internal Affairs Datuk Tan Chai Ho陳財和suggested that the Registrar of Societies offices accept application forms with written Chinese names from Chinese based clan associations in addition to Bahasa Malaysia and English. The application forms should then be posted on the website or notice boards in the registrar’s office for 2 weeks for public inspection.- just like they were being done for couples who wished to get married. If there were no objections from any parties then the applications may be allowed to go through the next stage for processing and approval. This process he hoped would eliminate the possibility of Chinese-based societies having similar names and future disputes.
Selangor & Federal Territory Kwong Siew Association had expressed concern over this issue many times, that Chinese names which were similar might mislead and confuse the general public especially the Chinese community.

   
1.3 20/05/2006 ,本會董事部針對 “ 隆雪廣肇會館 ” 之成立召開新聞發佈會,嚴厲遣責企圖混淆及對華社造成不安與傷害的作為,並堅決反對 “ 隆雪廣肇會館 ” 的成立及註冊獲批准,以免往後盜用老字號會館名稱的事件繼續在華社發生。同時,本會也促請國內事務部修改 1966 年社團註冊法令,以保障擁有上百年歷史老字號的鄉團組織權益。
   
1.3 On May 20, 2006 our Board of Management held a press conference on the matter of the “Association of Guang Zhao Community, Kuala Lumpur and Selangor”–in Chinese “隆雪廣肇會館” Our association had pointed out that their agenda was causing confusion and anxiety within the Chinese community. Not to mention the possible harm caused to the unity of the community. The association therefore believed very firmly that such cases should not have been approved in the first instance. If such view was not taken seriously there might be other similar instances in the future. We therefore urged the Ministry of Internal Affairs that the Societies Registration Act of 1966 be amended to protect the interests of “brands” -- names of associations, some of them had history of a hundred years or more and who were well known in the community.
