吉隆坡2020發展結構大藍圖

吉隆坡2020發展結構大藍圖於10/03/2003公佈,獲得各社會人士的關心。吉隆坡市政局(DBKL)來函,邀請本會出席於09/05/2003舉行的“吉隆坡2020發展結構大藍圖聽證會”,以讓本會有機會針對大藍圖提出相關建議。當天本會會長陳一賢、署理會長李振光、財政陳漢芬及董事盧定法代表出席聽證會,以向吉隆坡市政局呈現本會的建議。

以下是本會提呈“吉隆坡2020發展結構大藍圖”建議書: 打造一個國際性、現代化的大都會,人文與硬體設施必需平衡發展,否則,就只淪為物質成果的展示場。人文素質不能同步提昇,可以預見的,人類心靈將逐漸朝向機械化發展,然後空虛、凋零。

雪隆廣肇會館是一間歷史悠久的老會館,認為地方發展必需兼俱人文與硬體設施,是一貫堅持的信念。身為吉隆坡的一份子,對於「吉隆坡2020結構大藍圖」的公佈,自然是給予高度關注。中華文化作為國家文化的一環,大藍圖的構想卻欠缺任何相關發展或提升的建議,本會認為,各族文化的發揚必需給予平等對待,以顯示我國號稱容許「多元文化」存在是名副其實的。

茨廠街美化工程的構思,希望不是僅僅為了吸引更多遊客的戲碼,而是一種將文化與經濟相結合的嶄新理念。

茨廠街一帶之文化發展
1. 茨廠街廟會 - 聯合慶祝「關帝誕」
茨廠街一帶,華人會館、商店林立,是發揚中華文化的好搖籃,如果善加運用,不失為文化發揚的典範。以本會為例,關帝文化的發揚一向為本會所注重,因此每年皆大事慶祝關帝誕,以宏揚關帝的忠、義、仁、勇精神。慶典儀式除了禮拜關帝,提供信徒、遊客免費平安餐,並呈獻粵劇等與中華文化相關之節目。

基於關帝信仰在華人社會的普及性,及大部份會館、商店皆供奉關帝,因此本會建議茨廠街一帶凡有供奉關帝之會館、商店(*參閱附件一),聯合慶祝關帝誕,以吸引更多遊客前來茨廠街,協助促進我國的經濟發展。

本會建議:市政府配合一年一度之關帝誕聯合慶典,於茨廠街一帶進行街道美化、燈光佈置,並於慶典期間實施封路。(*參閱附件二)

2. 銘記葉亞來開拓吉隆坡之功績
每一座城市都有它獨特的歷史,吉隆坡也不例外。一條短短的葉亞來街並不能突顯他在吉隆坡開拓史中的地位。吉隆坡能有今天的繁榮,全賴葉亞來當年的苦心經營,為日後的發展,奠定了基礎。

本會建議(*參閱附件三)
a. 葉亞來銅像
喪失歷史記憶的城市是可悲的,葉亞來開拓吉隆坡的功績亦不能被否定,因此,建議市政府於雪華堂前之蓄水池附近置放葉亞來銅像,供大家緬懷、憑弔。

b. 延長葉亞來街
短短的一條葉亞來街,不足以銘記葉亞來開拓吉隆坡之貢獻。建議市政府將茨廠街改為葉亞來街。

The 2020 development Blue Print For Kuala Lumpur

The 2020 Development Blue Print for Kuala Lumpur was officially announced on Mar 10, 2003 and it received a great deal of attention from various concerned groups. Dewan Bandaraya Kuala Lumpur (DBKL) had extended an invitation to our association to be present at the forum on May 9, 2003 to provide our views and suggestion. Representing our association at the forum were the following:-

Mr.Chan Chow Yin (陳一賢),
Mr.Lee Chun Kong (李振光),
Mr.Chan Hon Fun (陳漢芬),
Mr.Loo Thing Fah (盧定法)

Our suggestion was to see Kuala Lumpur develop into an international, modern city, coupled with excellent infrastructure alongside human soul and cultural development. The human soul and cultural aspects of the communities should be incorporated in the overall plan of a modern city. Without these elements the city is just like any modern metropolis in the world - technical and superficial.

Selangor & Federal Territory Kwong Siew Association has a history of some 120 years. It has been our belief that human and cultural development should go hand-in-hand with infrastructure development. We have been concerned about the 2020 Kuala Lumpur Development Plan. We believe that Chinese customs and cultural practices have been an integral part of our lives for centuries. We also feel that the development plan of Kuala Lumpur should incorporate the cultures and practices of other various multi-ethnic groups that make up our society and the nation.

We support the conceptual plan to redevelop Petaling street Kuala Lumpur. However we do not want to see the “Street” developed into just another tourist area without incorporating the human soul, its history and cultural elements in the development.

Development of Petaling Street and the Adjacent Areas
1. Petaling Street Temple Fair
Petaling Street and the adjacent area is an area where Chinese community elements are well represented. These include clan associations, community-based organizations and businesses of various types catering to different requirements of the Chinese in their day-to-day living. These could serve as a basis for planning in the redevelopment of Kuala Lumpur.

Our association’s affiliate The “Kuan Ti” temple (關帝廟) is a good sample. The deity of the temple, Kuan Ti is held with great honor and reverence by our association as well thousands of devotees all over the nation. Chinese believe “Kuan Ti” represents Loyalty & Honour, Charity & Bravery. Therefore Kuan Ti’s birthday is celebrated yearly with a prayer ceremony and followers or devotees of the deity and the general public are provided with free lunch for harmony and protection of the deity. Also included in the celebration programme are classical music and Cantonese opera and other Chinese cultural performances. In view of the high respect and reverence accorded to Kuan Ti by many Chinese people as well as the fact that many clan associations and businesses worship Kuan Ti (pls refer to attachment 1), we suggest that all clan associations and business people in Petaling Street be given an opportunity to jointly worship and celebrate the birthday of Kuan Ti in a big way. This could help draw in local and foreign visitors to Petaling Street and the adjacent area – an attraction building bigger trade and commerce in the downtown area.

Our Association’s other suggestion:
Suggested that Dewan Bandaraya Kuala Lumpur complement this birthday celebration with a programme of street clearing, cleaning and beautification of Petaling Street, with good decoration and traffic controls during the occasion (pls refer to attachment 2).

2. Brief history on Yap Ah Loy’s contribution to the development of Kuala Lumpur
Every city has it own unique history and Kuala Lumpur is no exception. Although Yap Ah Loy street (Jalan Yap Ah Loy) is a short road in the city centre and is not regarded as significant at all but his hard work and dedication nevertheless formed the foundation to the development of Kuala Lumpur as it is known today.

Our Association’s other suggestion: (pls refer to attachment 3)

a. Yap Ah Loy copper statue
It is tragic if a city loses its history. Yap Ah Loy’s contribution to the early development of Kuala Lumpur cannot be denied. Thus we suggest that city council or (Dewan Bandaraya Kuala Lumpur) erect a copper statue of Yap Ah Loy near the fountain in front of the Selangor Chinese Assembly hall so that the people can cherish the fond memory of him.

b. Proposed change of Jalan Petaling to Jalan Yap Ah Loy
The short Yap Ah Loy street doesn’t help people to remember his early contribution of Kuala Lumpur. We propose that city council (Dewan Bandaraya Kuala Lumpur) consider replacing Jalan Petaling with Jalan Yap Ah Loy instead.
